Has anyone heard of “cash bonds” being paid at a parking lot for scratching a car?

On Facebook, a netizen named Jacqueline shared this experience of hers at City Place Square.

According to Jacqueline, she parked her car at City Place Square in Manila, when she accidentally nipped a red Mitsubishi, which was illegally parked. Even so, she gave her details to security which included her license, insurance, cellphone number, and her OR/CR, and asked the guard to have the owner contact her so that the insurance company can handle the minor damage.
However, after security contacted the mall administration regarding the incident, this was when things started to get fishy!

Beware when parking at City Place Square in Manila. I accidentally nipped the red Mitsubishi, which was illegally parked at the corner. Despite that, I gave all my details: license, insurance, cell number and OR/CR and asked the lady guard to have the owner contact me I’ll let the insurance company handle it. I was in a hurry to go cause I have a meeting still. The guard was understanding but told me I have to speak to their admin security as they have final say aboit the incident. She said since I gave all the details it will be for a short time only. So I waited.The admin tells me I cannot go. I have to give them a cash bond daw. I asked what for and he claims it was their SOP i asked for a document stating such since it was not written in their carpark rules and regulations. No papers daw it was said in a meeting lang daw. What the hell!??! I told them i gave all the details already the insurance compamy can handle everything. The admin tells me “kasi ma’am sabi niyo babayaran niyo yun sa insurance so kelangan namin ng cash bond” I told him insurance will handle doesn’t mean direct cash payment and certainly not to a security personnel who cannot even show me such document where the SOp supposedly comes from (extortion lang talaga!!!! Gusto kong sumigaw) Speaking of SOP, diba SOP to make an incedent report for such accidents? Wala ni kahit picture wala silang kinunan. I have to take my own. And yet they have the audacity to ASK ME FOR CASH!!
I was detained for an hour and half. They didn’t want to call their supervisors. I repeatedly ask to see the document about the cash bond and all they said was SOP SOP. As if by saying such i would hand them cash!! (As if! Tsaka wala ako talagang cash bwahaha)
I said I want to talk to their supervisor, the other admin personnel says she’ll make the call. But everytime I go near her to hear what she’s saying she hungs up the phone saying “ay walang signal” then will move far away from me. They keep demanding I give cash to them. Again, wala man lang ginawang incident report ah! GrabeeeeeeSeriously, nakakabaliw. Gusto kong balikan yung mall with an army of lawyer (feeling lang) just to scare the shit out of those two “security personnel”
